Yes, but don't expect much in the way of accuracy. Use a firm crimp.

No, the bullet of a 9mm is .355" and that of a .357Magnum or .38Special is .357 and .358. The bullet would be too loose in the .357 and gas may be lost through the sides of the bullet. Accuracy would be bad!
I have tried it, and it is a definite gas leak.....not recommended.
