John B- I personally can't help you, just wanted to say welcome aboard. I am sure that someone with experience in that caliber will chime in soon. Take care

G'day John welcome How about IMR4227 starting load of 26gns max 30gns
IMR 3031 starting load of 39gns & a max of 43gns
Dave
If by low velocity you mean really low vel I don't recommend jacketed bullets as they might stick in the barrel (I don't know about the plated ones).
Even some commercial hard cast bullets have a very high friction coefficient with their dry lube and high antimony content.
I suggest you use starting loads for the weakest guns (Trapdoors and Cie), given in manuals and on powder makers websites.
If you are willing to switch to cast bullets and CBA speeds, have a look there: http://www.gmdr.com/lever/lowveldata.htm

I don't load jacketed, but a good low velocity load is 12gr of Unique behind a
405gr LRNFP
