At the moment I have:

-231 powder
-Fererial Primers
- 9mm Hornady XTP .355 -147 GR Hollow points
and
-9mm wolf 125 gr Plated RN

-38 Cal .358 GR hbwc for the PPC gun

If you do not have the OAL and recipes for any of the above it would be great to know what bulletts OAL and load is for the IPSC shooting I am looking into and I'll just purchase the necessary components.

i am gonna guess here and say you are loading for a 9mm.
i'm not sure if there is a minimum power factor or anything for the ipsa.
i do know they shoot short range and it's about hitting not scoring rings, i'd check and see if there is a power requirement [feet per second times the bullets weight type thing]
but just about any load should work fine with the components you have.
the plated need to be loaded to a lower pressure/velocity than a normal velocity i's start at about 3.5 grs of the 231 with them and see how they function.
using a factory or book suggested oal is fine if they function through your gun, i usually make up a dummy round or two with no primer and try them.

those hbwc's are better suited to target gun velocities of 7-800 fps and usually do far better in a revolver i'd suggest 3.5-4 grs of the 231 which should be in the proper velocity range [in a 38 case] for them.
